<idAbs>Soidensuojelun täydennysehdotuksen kohteet ovat soidensuojelutyöryhmän (2012-2015) tunnistamia, luonnonarvojensa puolesta valtakunnallisesti arvokkaita ja nykyistä suojelualueverkostoa parhaiten täydentäviä suoalueita. Aineisto sisältää soidensuojelutyöryhmän ehdotuksen mukaiset kohteet Etelä-Suomessa (10 eteläisen ELY-keskuksen toimialueella). Aineistosta ei poisteta alueita, vaikka niistä, tai niiden osista, perustetaan suojelualueita tai ne suojellaan muulla tavoin. Aineistossa ei ole mukana soidensuojelun täydennysehdotuksen Pohjois-Suomen (Pohjois-Pohjanmaan, Kainuun ja Lapin ELY-keskusten alueet) yksityismaiden kohteita. Aineistossa on mukana soidensuojelun täydennysehdotuksen sekä Pohjois-Suomen kahdeksan lisäkohteen toteutetut valtionmaan kohteet koko maasta, jotka on hyväksytty valtioneuvostossa 30.3.2015 ja 14.4.2016 (Metsähallituksen alustava avaava tase).
Aineistokokonaisuus koostuu soidensuojelutyöryhmän hyväksymistä Etelä-Suomen kohderajauksista ja kohteiden luontotiedoista, valtionmaiden lakisääteisistä suojelualueista sekä Metsähallituksen pysyvällä päätöksellä suojelluista alueista koko maassa. Aineisto sisältää seuraavat kokonaisuudet:
1. SoidenSuojTaydEhd_ES: Soidensuojelun täydennysehdotuksen Etelä-Suomen kohderajaukset
2. Suotyypit_ES: Etelä-Suomen kohteilla maastokartoituksessa paikannetut suotyypit
3. SoidenSuojTaydEhdSuoyhdistymat_ES: Etelä-Suomen kohteilla havaitut suoyhdistymätyypit -taulu. Yhdistyy SoidenSuojTaydEhd_ES-alueisiin Kohdenro-kentän perusteella.
4. SoidenSuojTaydEhdErityispiirteet_ES: Etelä-Suomen kohteilla havaitut alueelliset erityispiirteet –taulu. Yhdistyy SoidenSuojTaydEhd_ES-alueisiin Kohdenro-kentän perusteella.
5. SoidenSuojTaydEhd_MH_lakikohteet: Valtioneuvoston 30.3.2015 ja 14.4.2016 (Metsähallituksen alustava avaava tase) hyväksymien, lakisääteisesti suojeltujen soidensuojelun täydennysehdotuksen valtionmaan kohteiden lopulliset kohderajaukset 6. SoidenSuojTaydEhd_MH_OmaPaatos: Valtioneuvoston 30.3.2015 ja 14.4.2016 (Metsähallituksen alustava avaava tase) hyväksymien, Metsähallituksen pysyvällä päätöksellä suojeltujen soidensuojelun täydennysehdotuksen valtionmaan kohteiden lopulliset kohderajaukset.

<statement>Soidensuojelun täydennysehdotuksen kohteiden rajat noudattavat soidensuojelutyöryhmässä sovittuja periaatteita. Alueet on rajattu siten, että suoalueen vesitalous ja luonnonarvot voivat säilyä pitkällä aikavälillä ja tarvittavat ennallistamistoimet voidaan toteuttaa, mikäli kohde suojellaan rajausten mukaisena. Pohjois-Pohjanmaan, Kainuun ja Lapin ELY-keskusten alueilla olevien kohteiden rajauksia ei ole käyty yksityiskohtaisesti läpi soidensuojelutyöryhmässä. Rajaukset voivat muuttua toteutuksen yhteydessä. Metsähallituksen pysyvällä päätöksellä perustetut kohteet ovat joko maakäyttökohteita tai alue-ekologisia kohteita. Alueen sijoittuminen tiettyyn luokkaan perustuu hallinnolliseen maankäyttöpäätökseen. Maankäyttökohteet ovat yleensä laajempia kokonaisuuksia. Alue-ekologiset luontokohteet ovat Metsähallituksen monikäyttömetsien ekologisen verkoston ydinalueita. Soidensuojelun täydennyskohteina Metsähallituksen päätöksellä pysyvästi toteutettavilla maankäyttökohteilla ja alue-ekologisilla luontokohteilla rajauksen sisällä olevat suot säilytetään luonnontilaisina, eikä alueella harjoiteta metsätaloutta. Ojitetut suot voidaan ennallistaa. Soita voidaan käyttää talvitien pohjana. Suojeltaviin kohteisiin rajautuvien tai niistä ulosrajattujen saarekkeiden kivennäismaiden toimilla ei saa heikentää soiden vesitaloutta tai luonnonarvoja. Niillä toimitaan Metsähallituksen ympäristöoppaan mukaisesti. Rajaukset on digitoitu ELY-keskuksissa ja Metsähallituksessa. Aineisto sisältää osittain päällekkäisiä kohteita. Aineistoa käytettäessä on huomioitava, että soidensuojelun täydennysehdotuksen Etelä-Suomen aineisto ei ole juridisesti sitova, koska kyseessä ei ole luonnonsuojelulain tarkoittama luonnonsuojeluohjelma, jolla olisi suoria oikeusvaikutuksia. Valtionmaiden toteutuneiden kohteiden osalta luonnonsuojelulain mukaan suojeltavat alueet on siirretty valtioneuvoston päätöksillä 30.3.2015 ja 14.4.2016 (Metsähallituksen alustava avaava tase) luontopalveluiden hallintaan muuhun omaan pääomaan ja Metsähallituksen pysyvällä päätöksellä suojeltavat alueet jätetty Metsähallituksessa toimeenpantavaksi osana peruspääomaa.</statement>
